Russia’s Federal Security Service (FSB) has conducted coordinated raids on nine unregistered cryptocurrency exchange services operating within the Moscow International Business Center, commonly known as Moscow City.

According to an official statement, the operation resulted in the detention of more than 20 employees suspected of participating in an illicit financial network used to process proceeds from large-scale fraud.

The raids formed part of a broader effort by Russian authorities to combat financial crimes involving digital assets and unauthorized cryptocurrency exchange operations.

Authorities Allege Money Laundering Network

The FSB alleged that the exchange services converted money obtained through phone scams into cryptocurrency before transferring the assets to accounts controlled by individuals in Ukraine.

Authorities claimed the scheme enabled criminal organizations to move illicit proceeds across borders using digital assets, making the transactions more difficult to trace through conventional financial systems.

The investigation centers on allegations that cryptocurrency was used as a vehicle for laundering funds generated through organized fraud targeting Russian citizens.

Young Couriers Recruited for Scheme

According to the FSB, many of the cash couriers involved in the operation were between the ages of 18 and 25.

Authorities alleged that these individuals collected cash directly from scam victims before delivering the funds to the exchange services, where they were converted into cryptocurrency.

The agency said many of the recruits came from different regions of Russia and had limited financial knowledge, making them vulnerable to recruitment by criminal organizations.

Criminal Investigation Underway

The operation was conducted jointly by the Federal Security Service and Russia’s Interior Ministry.

The Interior Ministry has opened a criminal investigation into large-scale fraud, an offense that carries a maximum prison sentence of up to 10 years under Russian law.

Authorities said investigations remain ongoing as officials continue identifying additional victims, tracing financial flows and assessing possible compensation for those affected.

Crypto Regulation Faces Continued Scrutiny

The latest enforcement action reflects Russia’s continued efforts to tighten oversight of cryptocurrency-related activities while targeting unlicensed digital asset businesses operating outside the country’s regulatory framework.

Law enforcement agencies have increasingly focused on crypto-related financial crimes, particularly those involving fraud, money laundering and cross-border transfers of illicit proceeds.

The case also highlights the growing role that cryptocurrency investigations are playing in broader financial crime enforcement efforts.
