SKN | New XRP Ledger Amendments Target More Than $530 Million in Tokenized Wall Street Assets

The XRP Ledger (XRPL) is preparing a major institutional-focused upgrade that could give tokenized financial assets a layer of transaction privacy without removing the oversight required by issuers, auditors and regulators. The proposed “Confidential Transfers” amendment arrives as more than $530 million of tokenized real-world assets outside RLUSD are already tracked on XRPL, underscoring the network’s push deeper into institutional digital finance.

The development reflects a broader shift across crypto markets as banks, asset managers and financial infrastructure providers move beyond simply issuing tokens and begin demanding blockchain systems that can combine transparency, privacy and regulatory control. For institutional investors, the ability to keep commercially sensitive positions private while preserving selective audit access could become an important requirement for wider adoption.

Confidential Transfers Address a Key Institutional Barrier

XRPL version 3.3.0 includes six proposed amendments, with Confidential Transfers specifically designed for institutional users of Multi-Purpose Tokens. The feature would allow balances and payment amounts to be encrypted while keeping the participating accounts and token types visible. Cryptographic verification would allow the ledger to confirm that transactions remain valid without exposing the underlying amounts publicly.

The proposal is significant because institutional investors often cannot expose the size of their holdings or transactions on a fully transparent public ledger. XRPL’s approach attempts to address that concern without abandoning compliance, potentially creating a structure in which privacy applies to market-sensitive information while authorized oversight remains possible.

More Than $530 Million in Tokenized Assets Already on XRPL

The proposed functionality is being introduced against an existing tokenization market rather than a purely theoretical use case. RWA.xyz tracks approximately $1.38 billion of distributed real-world assets on XRPL, including roughly $845.7 million of RLUSD. Ondo accounts for approximately $212.6 million, while VERT Capital has about $116.1 million, Archax approximately $55.4 million and Societe Generale about $11.6 million.

Excluding RLUSD, that leaves more than $530 million in tracked tokenized assets. The concentration among several major issuers means the market is still relatively narrow, but the figures demonstrate that institutional assets are already developing a meaningful presence on the network.

The timing also follows Ripple’s broader push to establish XRPL as infrastructure for tokenized finance. Aviva Investors, for example, launched a tokenized share class of its U.S. Dollar Liquidity Fund on the ledger in July, providing an institutional use case for the network’s expanding asset infrastructure.

Six Amendments Put Validator Governance in Focus

Confidential Transfers is not the only institutional-oriented change included in version 3.3.0. The proposed amendments also include Batch, which can combine as many as eight transactions; Sponsor, which allows one account to cover another account’s fees and reserve requirements; Permission Delegation, which enables limited transaction authority; and Dynamic MPT, which gives issuers the ability to modify certain token properties after issuance.

None of the amendments are active yet. Each requires at least 80% support from trusted validators for two consecutive weeks before activation. That governance threshold makes validator sentiment a critical factor in determining whether XRPL can move these institutional features from proposal to production.

Privacy Could Determine the Next Phase of Tokenization

Confidential Transfers initially has a deliberately limited scope. Institutions must opt into the encrypted format, and the feature currently applies to direct Multi-Purpose Token payments between accounts. It does not yet extend to trades on XRPL’s built-in exchange, escrow or checks.

That limitation is important for investors evaluating the technology’s commercial potential. The central question is no longer simply whether financial assets can be placed on a blockchain, but whether institutions will actually use public blockchain infrastructure for transactions that contain commercially sensitive information.

Looking ahead, validator approval and institutional adoption will be the key tests for XRPL’s latest upgrade. If Confidential Transfers gains the required support and major asset issuers begin using the functionality, the amendment could strengthen XRPL’s positioning in tokenized funds, bonds and other institutional assets. The broader opportunity will depend on whether the network can demonstrate that blockchain-based markets can deliver both institutional privacy and verifiable regulatory oversight at scale.
