SKN | Brazil Tightens Crypto Transfers Abroad With 24-Hour Delay for Large Transactions

Brazil’s central bank is introducing a new control on cryptocurrency transfers leaving domestic exchanges, requiring certain transactions to be delayed for up to 24 hours. The measure, which takes effect on January 1, 2027, represents another step toward integrating crypto into Brazil’s financial-crime controls while potentially adding friction to cross-border digital-asset activity.

$10,000 Threshold Creates New Compliance Layer

Under Resolution BCB No. 584/2026, published August 7, exchanges must apply a hold when customers move the equivalent of more than $10,000 to foreign platforms or self-custody wallets. The threshold applies whether the amount is transferred in a single transaction or through several transactions on the same day. Smaller transfers can also be delayed when an exchange’s risk systems flag them for additional review.

The rule is designed to create a window in which exchanges can investigate potentially fraudulent activity before funds leave their control. Importantly, the delay is not automatically permanent: exchanges can release a transaction before the 24-hour period expires if their review finds no evidence of wrongdoing, although they must document the decision and inform the customer.

Stablecoins Included as Authorities Target Fraud

Brazil’s central bank said cryptocurrencies, including stablecoins, are increasingly being used to move proceeds from financial fraud before victims or financial institutions can recover the funds. The new framework therefore places greater responsibility on exchanges to evaluate not only the customer and transaction, but also the counterparty and destination jurisdiction.

For the broader crypto market, the policy illustrates the tension between transactional efficiency and financial oversight. Blockchain transfers can settle rapidly across borders, but regulators are increasingly seeking mechanisms that preserve time for fraud detection and compliance screening. Brazil’s approach effectively inserts a traditional financial-control layer into certain crypto transfers without imposing a blanket prohibition on international transactions.

Potential Impact on Brazil’s Crypto Market

The practical effect will depend heavily on how exchanges implement their risk models. A transaction above $10,000 will face the formal review requirement, while smaller transactions may also be delayed based on risk assessments. This gives exchanges significant discretion over which transfers receive additional scrutiny.

That discretion could increase compliance costs and create operational differences between platforms. Regina Pedroso, president of Brazilian tokenization group Abtoken, warned that the policy could impose costs on legitimate users and weaken the competitiveness of domestic exchanges.

For institutional participants, however, the additional controls could also strengthen the credibility of Brazil’s regulated crypto market by establishing clearer procedures for identifying suspicious flows. The longer-term effect will depend on whether the compliance burden remains manageable while maintaining sufficient liquidity and efficient access to international digital-asset markets.

Cross-Border Crypto Flows Face Closer Scrutiny

Brazil’s decision highlights a broader regulatory trend in which authorities are focusing less on simply regulating exchanges and more on how digital assets move between jurisdictions. The distinction between transfers to foreign exchanges and transfers to self-custody wallets is particularly significant because the latter can move assets outside the direct control of regulated intermediaries.

For crypto investors, the new rule is therefore relevant beyond Brazil’s domestic market. It demonstrates how regulators can introduce transaction-level controls even as blockchain networks themselves remain open and permissionless. As other jurisdictions examine similar risks involving fraud, money laundering and cross-border capital movement, compliance requirements could become an increasingly important component of institutional crypto infrastructure.

Looking ahead, the key test will be how Brazilian exchanges implement the new framework before it becomes effective in January 2027. Investors and market operators will be watching whether the 24-hour review process improves fraud prevention without materially reducing liquidity or encouraging legitimate users to move activity outside regulated platforms. The balance Brazil strikes between financial security and crypto-market efficiency could offer an important precedent for other major digital-asset markets.
