SKN | Ethereum Devs to Narrow 66 Proposals Tied to Hegotá Upgrade

Ethereum developers are reviewing 66 proposals as they narrow the scope of the next major network upgrade, Hegotá. FOCIL is currently the only Ethereum Improvement Proposal scheduled for inclusion, while Frame Transactions, Keyed Nonces and Recent Roots for Frame Transactions have also been identified as proposals that could provide the protocol primitives needed for native privacy applications. Developers are expected to continue refining the upgrade scope during upcoming core developer calls, with Hegotá targeted for next year. Meanwhile, Ethereum is preparing to launch the Glamsterdam upgrade in the second half of 2026.

Ethereum Reviews 66 Hegotá Proposals

Ethereum developers are evaluating 66 proposals as they determine which changes should be included in the upcoming Hegotá upgrade.

The upgrade is expected to become an important stage in Ethereum’s development, particularly because several proposals under consideration are designed to improve privacy capabilities at the protocol level.

FOCIL is currently the only Ethereum Improvement Proposal formally scheduled for inclusion.

Ethereum Foundation contributor Toni Wahrstätter said Frame Transactions, Keyed Nonces and Recent Roots for Frame Transactions should also be considered for inclusion because they could help unlock native privacy for Ethereum applications.

FOCIL Targets Censorship Resistance

FOCIL, short for Fork-choice enforced inclusion lists, is designed to strengthen Ethereum’s resistance to transaction censorship.

The proposal would allow a committee of validators to require pending transactions to be included in blocks.

This mechanism is intended to provide an additional layer of protection against situations in which block producers attempt to exclude particular transactions.

FOCIL’s potential inclusion makes censorship resistance one of the established priorities for the Hegotá upgrade.

Privacy Proposals Could Change Ethereum Applications

Several other proposals under consideration focus on providing infrastructure for privacy applications.

Frame Transactions, Keyed Nonces and Recent Roots for Frame Transactions could provide protocol-level primitives that allow privacy applications to operate without depending on intermediaries.

This approach could expand the types of privacy-focused applications that can operate directly on Ethereum’s base infrastructure.

The proposals remain under review, however, and their final inclusion in Hegotá has not yet been determined.

Hegotá Scope Remains Under Review

Ethereum core developers are expected to use upcoming developer calls to narrow the list of proposals and establish the final scope of Hegotá.

The next developer call is scheduled for Monday at 2:00 pm UTC.

Developers are targeting the Hegotá upgrade for 2027.

Proposals that are not selected for the upgrade could potentially be reconsidered for a later Ethereum network upgrade.

The process therefore represents more than a single upgrade decision, as the proposals excluded from Hegotá could influence the development priorities of subsequent Ethereum releases.

Glamsterdam Comes First

Before Hegotá, Ethereum developers are preparing to deploy Glamsterdam, which is expected to be one of the network’s major upgrades of 2026.

Glamsterdam is designed to improve Ethereum’s scalability, strengthen the layer-1 network and make the blockchain easier to use.

According to Ethereum’s public roadmap, the mainnet launch is expected during the second half of 2026.

The sequencing gives developers an opportunity to implement the Glamsterdam changes before turning their attention to the broader Hegotá roadmap.

Privacy Becomes a Larger Protocol Priority

The proposals being considered for Hegotá indicate that privacy is becoming a more prominent part of Ethereum’s long-term development strategy.

Rather than relying exclusively on applications and external infrastructure to provide privacy, protocol-level changes could create native capabilities that developers can build upon.

At the same time, the large number of proposals under consideration means developers must balance privacy, censorship resistance and other network priorities against implementation complexity and upgrade timelines.
