SKN | CLARITY Act Could Reshape Crypto Leadership, With XRP Offering the Biggest Upside and Risk

The proposed U.S. CLARITY Act has emerged as a potentially important catalyst for Bitcoin, Ethereum and XRP, with four AI models broadly pointing to a positive market response if the legislation becomes law. The potential impact is uneven, however: Bitcoin already has relatively strong institutional and regulatory positioning, while XRP could experience a larger percentage reaction because regulatory clarity would address a more significant part of its investment narrative.

Why the CLARITY Act Matters More for Some Tokens

The CLARITY Act is designed to establish a federal framework for digital commodities and clarify the respective responsibilities of the SEC and CFTC. The House has already passed the legislation, while the Senate’s next challenge is reaching the 60-vote threshold required to overcome procedural obstacles. The latest Senate action has kept the bill alive for September, but substantial negotiations remain.

That distinction is important when comparing the three largest assets in the analysis. Bitcoin already benefits from extensive institutional infrastructure, including spot ETFs and established custody markets, so additional regulatory clarity could reinforce an existing framework rather than fundamentally change its market status. Ethereum sits between Bitcoin and XRP, with a much broader DeFi, stablecoin and tokenization ecosystem that could benefit from clearer rules governing digital-asset activity.

XRP is more directly exposed to the regulatory outcome. The token spent years at the center of the SEC’s legal dispute with Ripple, meaning a durable federal framework could remove a larger portion of the regulatory uncertainty that has historically influenced XRP’s U.S. market access and institutional narrative.

Four AI Models See XRP With the Largest Percentage Upside

The four models examined by the source—ChatGPT, Claude, Grok and Perplexity—generally expect clearer regulation to support crypto valuations, but their forecasts differ substantially in magnitude. Earlier 2026 AI forecasting work placed Bitcoin scenarios between approximately $75,000 and $250,000, while Ethereum projections ranged from $3,000 to $18,000 and XRP targets from roughly $2 to $14.

The broad pattern is more important than any individual forecast. Bitcoin’s larger market capitalization means that even substantial institutional inflows translate into smaller percentage movements than they would for a smaller asset. XRP, with a market capitalization in the tens of billions of dollars rather than the trillion-dollar scale of Bitcoin, can experience a considerably larger percentage response if new institutional demand arrives.

That creates a two-sided effect. The same regulatory catalyst that gives XRP greater upside potential also creates greater downside sensitivity if expectations are disappointed. AI forecasts should therefore be treated as scenario analysis rather than reliable price targets, particularly because legislative outcomes depend on negotiations and political decisions that models cannot predict with precision.

Bitcoin May Be the Lower-Sensitivity Beneficiary

Bitcoin’s potential advantage is its existing institutional foundation. U.S. spot Bitcoin ETFs have already created a regulated channel through which traditional investors can obtain exposure, while corporate treasury strategies and institutional custody have further integrated BTC into conventional financial markets.

Consequently, CLARITY would likely have a more incremental effect on Bitcoin. The legislation could improve the regulatory environment for the broader digital-asset sector, but Bitcoin does not require the same degree of legal repositioning as tokens that have faced prolonged classification disputes.

Ethereum could benefit more directly through its role as infrastructure for stablecoins, decentralized finance and tokenized real-world assets. A federal market-structure framework could give financial institutions greater certainty when developing products and services around Ethereum-based applications, although regulation alone would not guarantee additional network activity or ETH demand.

The September Vote Is the Real Catalyst

The market is now focused less on whether CLARITY exists and more on whether lawmakers can assemble the 60 votes needed to move it through the Senate. The bill has already faced disagreements over stablecoin rewards, illicit-finance provisions and ethics rules, making bipartisan support the key variable when senators return from recess.

For investors, the important distinction is between a policy catalyst and a completed policy outcome. Expectations can move prices well before legislation becomes law, while another delay could reverse some of that positioning. XRP is particularly sensitive to this dynamic because its regulatory history makes the potential benefit from statutory clarity more pronounced.

Looking ahead, the CLARITY Act could become an important dividing line between the established institutional leaders and the assets still carrying greater regulatory sensitivity. Bitcoin appears positioned to benefit from broader market certainty without depending on the legislation, Ethereum could gain from greater institutional activity across its application ecosystem, and XRP has the greatest potential for a percentage rerating if regulatory uncertainty is materially reduced. The critical test will come in September, when lawmakers must turn procedural progress into the bipartisan support required for the bill to advance.
