SKN | Standard Chartered Becomes First Bank Distributor of HKD Stablecoin as Hong Kong Pushes Tokenized Finance

Standard Chartered Bank (Hong Kong) has become the first bank authorized to distribute HKDAP, a regulated Hong Kong dollar-backed stablecoin issued by Anchorpoint Financial, marking a significant step in Hong Kong’s effort to bring digital assets deeper into conventional banking and institutional finance.

The development comes as Hong Kong continues building a regulated framework for stablecoins while financial institutions explore blockchain-based settlement infrastructure. Standard Chartered said it is engaging eligible institutional clients and partners on applications including tokenized fund settlements, treasury operations and cross-border payments as HKDAP moves through a phased rollout.

Standard Chartered Brings Stablecoins Into Banking Channels

The bank’s Hong Kong subsidiary, SCBHK, plans to expand HKDAP beyond its initial beta distribution through crypto-focused platforms HashKey Group and OSL. The move gives institutional clients access to the stablecoin through an established banking channel rather than relying exclusively on digital-asset-native platforms.

Standard Chartered also plans to introduce HKDAP-based subscriptions and settlements for tokenized money market funds during the fourth quarter of 2026, working with both international and local asset managers.

The bank intends to use HKDAP for intragroup settlements across its banking network in the near term, potentially creating an internal use case for blockchain-based transfers alongside external institutional applications.

Hong Kong Builds a Regulated Stablecoin Market

HKDAP’s expansion is closely tied to Hong Kong’s regulatory framework. The city’s Stablecoins Ordinance took effect on Aug. 1, 2025, establishing requirements for licensed issuers covering areas including reserve backing, redemption, governance and anti-money laundering controls.

The Hong Kong Monetary Authority granted its first stablecoin issuer licenses on April 10, 2026, approving Anchorpoint Financial and HSBC’s Hong Kong banking arm. The approvals represented an important step in moving stablecoins from regulatory experimentation toward supervised financial-market infrastructure.

Anchorpoint itself was established by Standard Chartered’s Hong Kong business, telecommunications company HKT and Web3 investment firm Animoca Brands. Standard Chartered is the venture’s largest shareholder, while Anchorpoint operates as a licensed subsidiary of the bank.

Tokenized Funds Could Become a Key Use Case

The planned money market fund settlements could prove particularly important because they connect stablecoins with an established institutional investment product rather than limiting their use to cryptocurrency trading.

Tokenized funds can potentially reduce settlement friction, improve transaction speed and allow financial assets to interact with blockchain-based payment infrastructure. HKDAP could therefore function as a regulated settlement instrument connecting traditional asset managers with tokenized financial products.

For investors and financial institutions, the significance extends beyond the stablecoin itself. The development suggests that banks are increasingly evaluating blockchain networks as part of financial-market infrastructure, rather than treating digital assets solely as speculative instruments.

Investor and Institutional Implications

The strategic appeal of regulated stablecoins lies partly in their ability to combine blockchain-based settlement with familiar financial controls. Institutional users may place greater value on predictable redemption, reserve requirements and regulatory supervision than on the broader crypto ecosystem.

However, adoption will depend on transaction economics, interoperability and whether institutions see measurable efficiency gains compared with existing payment and settlement systems. Competition between regulated stablecoins and traditional banking infrastructure is therefore likely to intensify as tokenized assets expand.

Hong Kong’s framework gives the region an opportunity to establish itself as a regulated center for digital-asset infrastructure. Standard Chartered’s distribution role could accelerate that process, but the longer-term test will be whether HKDAP can move from a controlled rollout into meaningful institutional usage across payments, treasury management and tokenized markets.
