According to a report from Politico, Senate Majority Leader John Thune confirmed that the chamber was effectively “punting” the vote until after the recess, acknowledging that negotiations remain incomplete.

The postponement represents another setback for the cryptocurrency industry, which has been seeking greater regulatory clarity through comprehensive federal market structure legislation.

Democratic Support Remains Insufficient

According to individuals familiar with the negotiations, Senate Republican leaders have not secured enough Democratic votes to move the legislation forward.

Because the bill requires bipartisan support to advance through the Senate, negotiations have continued behind closed doors in an effort to resolve outstanding differences.

The lack of sufficient Democratic backing has prevented leadership from scheduling a final vote before lawmakers adjourn for their summer break.

Procedural Action Still Possible

Although a vote is unlikely before the recess, Senator Thune may still file a cloture motion before senators leave Washington.

Filing cloture would begin the procedural process required to advance the legislation once the Senate reconvenes in mid-September. However, submitting the motion would not constitute a vote on the bill itself.

The move could position the legislation for quicker consideration when lawmakers return.

The report also indicated that Senate Democrats have declined to approve a time agreement that would accelerate the chamber’s remaining legislative agenda before the recess.

Without such an agreement, Republican leaders would require unanimous consent from all 100 senators to complete outstanding legislative business without extending the session well into the following week.
