XRP came under renewed selling pressure as investors reacted to two major developments: the U.S. Senate’s decision to postpone consideration of the Clarity Act and growing uncertainty ahead of the Federal Reserve’s latest policy announcement. The combination of regulatory delays and macroeconomic headwinds has weighed on risk assets, with cryptocurrencies broadly retreating from recent highs.

The latest pullback underscores how digital asset markets remain increasingly sensitive to both legislative developments and monetary policy. While long-term adoption continues to expand, institutional investors are closely monitoring regulatory clarity and interest rate expectations before increasing exposure to higher-risk assets.

Regulatory Delay Pressures XRP Sentiment

XRP briefly rallied earlier this month after reports suggested momentum was building behind the Clarity Act, lifting the token approximately 3.25% to around $1.1485. At the time, prediction markets reflected growing optimism, with Senate passage odds climbing to approximately 43%.

That optimism faded after the U.S. Senate formally removed the legislation from its immediate agenda, opting instead to prioritize a Russia sanctions package and federal judicial nominations. With the Senate scheduled to begin its August recess around August 7, the legislative calendar leaves only a narrow window for the bill to advance this year. Should lawmakers fail to act before the session ends, meaningful progress could be delayed until 2027.

For XRP, the legislation carries particular significance because it would formally establish the token’s commodity classification, providing additional legal certainty for institutional custodians, banks, and potential ETF issuers.

Federal Reserve Decision Adds Another Layer of Uncertainty

At the same time, cryptocurrency markets are preparing for the Federal Open Market Committee (FOMC) meeting under Chair Kevin Warsh. While markets broadly expect the Federal Reserve to leave its benchmark interest rate unchanged within the 3.50% to 3.75% range, investors remain focused on the tone of policymakers’ guidance.

According to CME FedWatch data, expectations for additional policy tightening increased in recent days, with the implied probability of another rate hike reaching nearly 38% last weekend—the highest reading of the current tightening cycle. Even if rates remain unchanged, a more hawkish policy outlook could continue weighing on risk-sensitive assets, including cryptocurrencies.

Meanwhile, Bitcoin has traded around the $63,400 to $64,000 range, well below its June highs near $80,000, while altcoins such as XRP have experienced comparatively larger declines as investors reduce exposure to higher-beta digital assets.

Institutional Adoption Hinges on Regulatory Clarity

Beyond near-term price action, the Clarity Act remains strategically important for XRP’s long-term institutional investment case. Greater regulatory certainty could facilitate broader participation from banks, asset managers, custodians, and exchange-traded product providers that require a clearly defined legal framework before launching new financial products.

Some analysts have suggested that a successful legislative outcome could strengthen the case for future XRP-based investment vehicles. For example, Standard Chartered has outlined a conditional long-term valuation scenario tied to full Senate approval and an estimated $4 billion to $8 billion in potential ETF inflows. However, those projections remain dependent on regulatory developments and should not be interpreted as forecasts.

Professional investors generally view legislation as one component of a broader investment framework that also includes network adoption, payment utility, institutional demand, and macroeconomic conditions.

Looking ahead, investors will closely monitor both the Federal Reserve’s policy guidance and any renewed legislative progress surrounding the Clarity Act. While short-term volatility may persist as markets digest macroeconomic and political developments, regulatory certainty remains a key factor that could shape XRP’s long-term institutional adoption and its role within the evolving digital asset ecosystem.
