SKN | Solana Foundation Hires Former Binance CMO and Payments Executive as Partnerships Expand

The Solana Foundation is strengthening its institutional and payments leadership as the blockchain network expands into stablecoins, tokenized deposits and business-facing financial infrastructure.

The foundation announced Thursday that former Binance Chief Marketing Officer Rachel Conlan has joined as chief strategy officer, while former Polygon Labs executive Jamal Raees has been appointed general manager of payments.

The appointments add senior executives with experience across cryptocurrency exchanges, blockchain infrastructure and payments as Solana seeks to expand adoption among financial institutions and businesses.

Rachel Conlan to Lead Institutional Strategy

Conlan will oversee strategy covering institutional partnerships, ecosystem growth and efforts to bring businesses onto the Solana network.

She spent three years at Binance and previously held senior positions at OKX, CAA Sports and Havas. Her appointment gives the foundation an executive with experience spanning cryptocurrency exchanges, marketing and broader commercial partnerships.

The role will place Conlan at the center of Solana’s efforts to deepen relationships with institutions and companies using the network for financial and blockchain-based applications.

Her responsibilities will also include broader ecosystem development as Solana seeks to translate network activity into increased adoption among businesses and institutional users.

Jamal Raees Focuses on Payments

Raees will lead the foundation’s payments efforts, with a focus on relationships with major payments companies and infrastructure supporting teams developing payment services on Solana.

He said his priorities include increasing adoption and usage of stablecoins and tokenized deposits, particularly across global markets.

The appointment comes as stablecoins become an increasingly important component of blockchain-based payment infrastructure. Solana has positioned its network as infrastructure for high-volume digital payments and settlement, with stablecoin activity representing a significant portion of network usage.

Developer Platform Expands Institutional Reach

The leadership changes follow Solana’s March launch of the Solana Developer Platform, which provides infrastructure for businesses building applications and financial products on the network.

Modern Treasury was named as a payments infrastructure partner, while Mastercard and Western Union were identified as early users of the platform.

The initiative provides another channel for Solana to work with established financial companies while giving developers access to infrastructure for applications involving payments and digital assets.

The foundation is also expanding its reach through integrations outside traditional crypto infrastructure.

Amazon Web Services recently included Solana among the networks supported by its x402 feature, allowing website operators to charge AI agents in USDC for access to digital content.

Solana Targets Faster Transaction Finality

The foundation is simultaneously preparing a major network upgrade known as Alpenglow.

The upgrade is designed to reduce Solana’s transaction finality from approximately 12.8 seconds to roughly 150 milliseconds. Faster finality could have implications for applications where payment confirmation speed is important, particularly financial services and machine-to-machine transactions.

The planned upgrade comes as Solana reports substantial growth in onchain financial activity.

According to the figures provided by the foundation, the network has processed more than $5 trillion in stablecoin volume during 2026. Solana also reported more than $4.5 billion in real-world assets on the network and more than $620 million in tokenized equity supply.

Stablecoins and Tokenized Assets Become Strategic Priorities

The new appointments reinforce Solana’s growing emphasis on financial applications beyond conventional cryptocurrency trading.

Stablecoins provide a mechanism for moving dollar-denominated value across blockchain networks, while tokenized deposits can connect commercial-bank money with blockchain settlement infrastructure. Tokenized equities and other real-world assets similarly extend traditional financial instruments onto digital networks.

Raees’ payments mandate and Conlan’s institutional strategy role place these areas directly within the foundation’s leadership structure.

The combination of network upgrades, financial infrastructure partnerships and executive appointments suggests that Solana is continuing to build around applications requiring high transaction capacity and rapid settlement.

Outlook

Solana’s latest leadership appointments come as the network expands its focus on institutional partnerships, payments and tokenized financial assets. Conlan’s strategy role and Raees’ payments mandate align with the foundation’s broader push to bring businesses and financial institutions onto the network.
