SKN | Japan Adds Garantex to Russia Sanctions List Over Ukraine War

Japan has expanded its sanctions against Russia by adding cryptocurrency exchange Garantex to an asset-freeze list, bringing the digital asset platform into a broader package aimed at restricting financial and commercial activity connected to Russia.

The Japanese government announced the measures on Oct. 2 under the country’s Foreign Exchange and Foreign Trade Act. The package covers 33 Russian entities and nine individuals, with payments and capital transactions involving the designated parties subject to a permission system.

Garantex is among the entities targeted by the new measures. The exchange had already faced sanctions from the United States, European Union and other jurisdictions over allegations that it facilitated illicit financial activity and helped sanctioned Russian entities circumvent financial restrictions.

Japan Expands Financial Restrictions

The latest Japanese measures extend beyond cryptocurrency. Tokyo has also designated 35 vessels associated with what it describes as Russia’s shadow fleet, restricting the provision of specified services and certain capital transactions involving those ships.

The restrictions include services connected to the vessels as well as financing arrangements such as loans and debt guarantees related to their sale, purchase, leasing or chartering. Japan said the measures are intended to contribute to international efforts addressing the situation surrounding Ukraine.

Japan also introduced export restrictions targeting four entities outside Russia and Belarus and expanded prohibitions on goods that could contribute to strengthening Russian industrial capabilities.

The vessel measures represent the first time Japan has imposed sanctions specifically targeting ships identified as part of Russia’s shadow fleet, according to Japanese media reports.

Garantex Faces Another Layer of Sanctions

Garantex has previously been the subject of enforcement actions by Western authorities. US authorities have targeted the exchange and subsequently sanctioned entities connected to its successor ecosystem.

The exchange’s inclusion on Japan’s list therefore adds another jurisdiction to the growing sanctions framework surrounding the platform.

However, sanctions against crypto platforms can face practical limitations because digital assets and related infrastructure can be moved across jurisdictions and platforms. Blockchain intelligence firm TRM Labs has previously warned that sanctioned entities can prepare contingency arrangements in advance, allowing customers, infrastructure and funds to migrate to successor platforms when enforcement actions occur.

That dynamic means that adding Garantex to another national sanctions list does not necessarily eliminate the underlying financial networks associated with the exchange.

Crypto Becomes Part of Sanctions Enforcement

Japan’s action also highlights the increasing role of cryptocurrency infrastructure in international sanctions policy.

Digital asset exchanges can provide access to cross-border financial channels, making them relevant to governments attempting to restrict the movement of funds involving sanctioned entities. At the same time, the borderless nature of blockchain networks creates enforcement challenges when activity can shift between exchanges, wallets and intermediary services.

The Japanese measures come as governments continue to focus on closing channels that could allow sanctioned Russian entities to access international markets. The inclusion of a cryptocurrency exchange alongside industrial companies, individuals and shipping assets demonstrates the increasingly broad scope of those efforts.

Outlook

Japan’s addition of Garantex to its Russia sanctions list increases regulatory pressure on an exchange that has already faced restrictions from multiple major jurisdictions. The effectiveness of the measure will depend partly on whether related users and financial flows can be prevented from migrating to successor platforms or alternative crypto infrastructure.

The broader package also signals that Japan is expanding its sanctions enforcement across financial, digital-asset and maritime channels. As governments continue tightening restrictions on Russia, cryptocurrency platforms and other cross-border financial networks are likely to remain an important focus of sanctions enforcement.
