Key Points

  • The Bitcoin Policy Institute (BPI) has become a founding partner in the US State Department’s new Freedom Tech Excellence Program (FTEP).
  • The initiative will allow BPI employees to work alongside State Department officials on issues including digital freedom, privacy-enhancing technologies and responsible artificial intelligence governance.
  • Other founding partners include Palantir Technologies, Anduril Industries and the Victims of Communism Memorial Foundation.
  • The partnership reflects the growing recognition of Bitcoin-related organizations in discussions surrounding digital rights, cybersecurity and emerging technologies.

The Bitcoin Policy Institute (BPI) has joined the US State Department as a founding partner in a new initiative aimed at promoting digital freedom and protecting online rights worldwide.

The organization announced that it will participate in the newly established Freedom Tech Excellence Program (FTEP), an initiative designed to bring private-sector expertise into the State Department through temporary assignments focused on emerging technology and digital policy.

Under the program, BPI employees will work directly alongside State Department specialists on projects involving digital freedom and technology governance.

Focus on Digital Rights and Emerging Technologies

According to the State Department, the Freedom Tech Excellence Program was created to strengthen diplomatic efforts surrounding key technology issues.

Participants will contribute expertise in areas including online freedom of expression, privacy-enhancing technologies, countering digital surveillance and responsible artificial intelligence governance.

The program seeks to leverage knowledge from private organizations as governments increasingly confront challenges related to digital security, censorship and technological innovation.

By incorporating specialists from industry and nonprofit organizations, the State Department aims to expand its technical capabilities while supporting international digital rights initiatives.

BPI Joins High-Profile Technology Partners

The Bitcoin Policy Institute is one of four founding organizations participating in the inaugural program.

Other partners include defense technology company Palantir Technologies, defense and autonomous systems developer Anduril Industries, and the Victims of Communism Memorial Foundation.

The collaboration places a Bitcoin-focused policy organization alongside established technology and national security institutions, reflecting the expanding role of digital asset expertise in broader technology policy discussions.

Bitcoin Policy Institute’s Growing Influence

Founded in 2021, the Bitcoin Policy Institute describes itself as a nonpartisan research and advocacy organization focused on advancing Bitcoin-related public policy.

The organization has become increasingly active in Washington, contributing research and policy recommendations on issues involving cryptocurrency regulation, financial innovation and national digital asset strategy.

Among its policy positions, BPI has supported efforts to codify the executive order establishing a US Strategic Bitcoin Reserve, signed by President Donald Trump in March 2025.

Although legislation to formalize the reserve has not yet been enacted by Congress, the issue remains part of broader discussions surrounding US digital asset policy.

Government Interest in Digital Freedom Expands

The launch of the Freedom Tech Excellence Program highlights the growing importance governments place on technologies that affect digital sovereignty, cybersecurity and financial innovation.

Bitcoin and other decentralized technologies are increasingly being discussed not only as financial assets but also as tools that can support privacy, censorship resistance and secure digital infrastructure.

The inclusion of a Bitcoin advocacy organization in the program suggests policymakers are broadening conversations around digital freedom to include blockchain-based technologies alongside artificial intelligence and cybersecurity.

Outlook

The Bitcoin Policy Institute’s participation in the US State Department’s Freedom Tech Excellence Program reflects the growing role of Bitcoin and blockchain policy in national technology discussions. As governments continue addressing digital privacy, cybersecurity and emerging technologies, collaboration between public institutions and private-sector experts may play an increasingly important role in shaping future digital governance. The initiative also signals that Bitcoin advocacy organizations are becoming more influential participants in policy debates extending well beyond cryptocurrency regulation.
