The UK Financial Conduct Authority (FCA) has expanded its enforcement efforts against unregistered peer-to-peer crypto trading operations, conducting a second round of actions against three London-based premises. The operation, carried out on September 10 alongside HM Revenue & Customs and the Metropolitan Police, reflects growing regulatory attention on crypto businesses operating outside formal compliance frameworks.

The move follows an initial FCA-led sweep in April, where authorities gathered evidence that is now supporting ongoing criminal investigations. The regulator’s focus is centered on ensuring that businesses involved in direct crypto transactions meet existing anti-money laundering requirements before the UK introduces its broader digital asset regulatory framework.

Peer-to-Peer Crypto Trading Faces Compliance Challenges

Under current UK rules, anyone operating a peer-to-peer crypto trading business must register with the FCA under the 2017 Money Laundering Regulations. However, the regulator stated that there are currently no registered peer-to-peer crypto businesses operating in the country, meaning commercial activity in this area is considered unregistered by definition.

The FCA has raised concerns that unregistered operations may operate without the controls required of regulated businesses, including customer verification procedures, transaction monitoring and reporting obligations. According to the regulator, this creates potential risks because crypto transactions can move quickly across jurisdictions and may be used to facilitate illicit financial activity.

Steve Smart, the FCA’s executive director of enforcement and market oversight, said operators of unregistered peer-to-peer crypto businesses should expect regulatory scrutiny. The Metropolitan Police also highlighted the challenges investigators face due to the speed and complexity of blockchain-based transactions.

UK Regulators Increase Focus on Crypto Market Structure

The latest enforcement action forms part of a broader effort by UK authorities to establish greater oversight of digital asset activity. The FCA has previously taken action against illegal crypto operations, including securing a four-year prison sentence for an individual involved in an unlawful crypto ATM network and supporting arrests connected to suspected illegal exchange activity.

Unlike traditional financial markets, much of the UK crypto sector currently operates under limited regulation, with existing oversight mainly focused on anti-money laundering requirements and financial promotions. This has created uncertainty for businesses seeking to understand their obligations while regulators work toward a more comprehensive framework.

The upcoming regulatory transition is expected to introduce additional requirements for crypto firms, including authorization standards, operational controls and consumer protection measures. The FCA’s new regime is scheduled to take effect on October 25, 2027, with applications for authorization opening on September 30.

For institutional investors and established crypto companies, increased regulatory clarity may influence how businesses structure their operations in the UK market.
