FinCEN Identifies Nearly $13 Billion in Crypto-Linked Scam Activity

The US Treasury Department’s Financial Crimes Enforcement Network (FinCEN) has identified nearly $13 billion in cryptocurrency transactions associated with suspected digital asset investment scams operated from overseas.

The agency’s analysis examined more than 33,000 reports of suspected crypto scams submitted between September 2023 and December 2025. Collectively, the reports represented approximately $12.7 billion in transactions connected to overseas scam centers.

The findings highlight the growing international infrastructure behind cryptocurrency fraud targeting US residents and the scale of financial activity moving through networks that operate across jurisdictions.

Pig Butchering and Romance Scams Remain Major Threats

The scams identified by FinCEN included pig-butchering schemes, romance scams and cryptocurrency confidence schemes.

These operations typically rely on prolonged manipulation rather than a single fraudulent transaction. Victims may be approached through social or romantic relationships before being persuaded to transfer funds into purported cryptocurrency investments.

Once victims believe they are generating substantial returns, criminals may demand additional deposits, impose fabricated fees or prevent withdrawals altogether.

The use of digital assets can add another layer of complexity for investigators because transactions can move across multiple wallets, exchanges and jurisdictions.

Southeast Asian Scam Centers Under Scrutiny

FinCEN said many of the identified schemes were associated with transnational criminal organizations operating from compounds in Southeast Asia.

These so-called scam centers have become a growing target for governments and law enforcement agencies across the region. Their operations can involve organized fraud networks that use large groups of workers to contact potential victims internationally.

The geographic dimension of the activity also creates challenges for US authorities because the victims, financial institutions, cryptocurrency platforms and criminal operators may all be located in different jurisdictions.

FinCEN’s findings therefore reinforce the importance of international cooperation in tracing digital assets and disrupting the financial infrastructure supporting organized fraud.

Governments Move Against Crypto Scam Operations

Authorities in several Southeast Asian countries have begun pursuing tougher measures against scam-center operators.

Myanmar’s Parliament approved legislation in July that could impose life imprisonment on individuals operating scam facilities involving violence, torture or unlawful detention of workers. Cambodia has also proposed legislation targeting cryptocurrency-related scammers, including potential prison sentences.

The legislative response reflects increasing pressure on governments to address compounds that have become associated with large-scale online fraud.

Crypto Industry Faces Increasing Compliance Pressure

For the cryptocurrency industry, the findings could intensify scrutiny surrounding transaction monitoring, suspicious-activity reporting and cross-border fund flows.

The $12.7 billion figure does not represent the total amount lost by American victims, but rather the value of transactions identified through FinCEN’s analysis of suspicious reports. That distinction is important when assessing the financial impact of the scams.

At the same time, the scale of the activity demonstrates how digital assets can become part of sophisticated international fraud networks, increasing pressure on exchanges, financial institutions and regulators to strengthen detection and intervention mechanisms.

Outlook

FinCEN’s findings are likely to reinforce the focus on crypto fraud, offshore scam centers and cross-border money laundering as US regulators and law enforcement agencies expand digital-asset enforcement. For legitimate cryptocurrency businesses, stronger compliance systems may become increasingly important as authorities seek to distinguish regulated market activity from the financial networks supporting organized scams.
