SKN | Slovenia Joins EU MiCA Stablecoin Register With First Issuer

Slovenia Enters MiCA Stablecoin Register

Slovenia has appeared for the first time in the European Union’s register of electronic money token issuers under the Markets in Crypto-Assets Regulation.

Dinaro, a Slovenia-based electronic money institution supervised by the Bank of Slovenia, was added to the electronic money token register in the latest update from the European Securities and Markets Authority.

The development gives Slovenia its first entry in ESMA’s dataset covering issuers of electronic money tokens under the EU’s crypto regulatory framework.

Dinaro Expands Slovenia’s MiCA Presence

Dinaro provides payment services that include card issuing and acquiring.

The company also states that it holds Mastercard principal membership, positioning it within the traditional payments infrastructure alongside its regulated electronic money activities.

Its addition to the MiCA register marks a new development for Slovenia as financial institutions across the European Union adapt to the bloc’s regulatory framework for digital assets.

The MiCA framework establishes requirements for companies providing crypto-asset services and for issuers of certain categories of crypto assets within the European Union.

EU Adds Two Crypto Service Providers

The latest ESMA register update also changed the list of authorized crypto-asset service providers.

The EU register now contains 325 authorized CASPs, following the addition of Czech lender Partners Banka and Germany’s Volksbank Beilstein-Ilsfeld-Abstatt.

The expansion reflects continued activity among traditional financial institutions seeking regulated positions within Europe’s developing digital asset market.

At the same time, the register removed Czech company Altlift.

Altlift had first appeared on the MiCA CASP register in early July with authorization to execute and transmit client orders and provide crypto-asset advice.

Its authorization notification was dated June 30.

EMT Register Reaches 43 Entries

Dinaro’s addition brings the EU’s electronic money token register to 43 entries.

Electronic money tokens are a category of crypto assets under MiCA designed to maintain a stable value by referencing a single official currency.

The growing number of registered issuers indicates that stablecoin-related payment infrastructure continues to develop under the EU’s regulatory framework.

However, the latest update did not add any entries to the asset-referenced token register, which remained empty.

Non-Compliant Entity List Unchanged

The ESMA update also left the register of non-compliant entities unchanged at 167.

The continued presence of entities on the non-compliant list highlights the parallel effort by European regulators to identify crypto-asset businesses operating outside the applicable regulatory framework.

MiCA’s implementation has therefore involved both the authorization of compliant providers and increased visibility into entities that do not meet the EU’s requirements.
