Zcash is establishing a formal lobbying presence in Washington as U.S. lawmakers debate market structure, digital-asset taxation and rules affecting privacy technologies. The move comes as regulatory clarity becomes increasingly important for crypto institutions, while ZEC remains highly volatile following a sharp September rally.

Zcash Builds a Dedicated Policy Operation

Pretty Good Policy for Zcash, or PGPZ, registered Divij Pandya as its sole lobbyist effective October 1. The organization lists the Digital Asset Market Clarity Act and two digital-asset tax proposals among its lobbying priorities, alongside broader issues involving financial privacy, sanctions, anti-money-laundering policy and developer protections.

The initiative has a $750,000 grant for its first 12 months. Its operating plan allocates $400,000 to staffing, professional services and policy work, while $120,000 is earmarked for legal, lobbying, tax, accounting and compliance support. The organization also plans at least 15 introductory meetings with policymakers and a Washington fly-in in October.

Market Structure Matters for Privacy Assets

The lobbying effort arrives as Zcash trades in a dramatically different range from earlier in the year. ZEC closed October 4 near $1,352, compared with $1,587 on September 27, representing a decline of about 15% in one week. Its September 26 peak was around $1,653, while daily trading volume exceeded $1 billion on several sessions during the late-September rally.

Despite the pullback, ZEC’s market capitalization remains above $22 billion, putting the asset among the larger cryptocurrencies by valuation. For institutional investors, however, the policy environment may matter as much as short-term price momentum because rules surrounding privacy, custody, taxation and developer liability can influence exchange access and institutional participation.

Washington Policy Becomes an Investment Variable

The broader legislative backdrop remains uncertain. The Senate failed to advance the CLARITY Act on September 15 in a 49-50 procedural vote, short of the 60 votes required, although the legislation remains part of the policy debate.

For Zcash, market-structure legislation is only one component. PGPZ also intends to engage on tax rules and protections for developers of noncustodial privacy software, areas that could shape the economics and legal exposure of privacy-focused networks.

Strategic Outlook for Zcash

The lobbying registration does not change Zcash’s regulatory status or guarantee favorable legislation, but it gives the ecosystem a formal channel for presenting its technical and policy arguments to U.S. lawmakers. With ZEC still well above its September levels despite the recent correction, investors will be watching whether sustained Washington engagement translates into clearer rules, while also assessing how privacy-technology regulation evolves alongside the next generation of crypto market-structure legislation.
