Key Points:

  • Six additional companies, including Wells Fargo, Cisco Systems, Marvell Technology, Arm Holdings, Intuit, and Moderna, have objected to the proposed OKXICE tokenized-stock venue.
  • The total number of companies objecting has reached 22, complicating plans to offer blockchain-based versions of publicly traded shares.
  • The SEC’s Innovation Exemption allows qualifying venues to explore tokenized securities, but issuers retain the ability to block third-party tokenized listings of their shares.

The push to bring traditional equities onto blockchain networks is facing growing resistance from corporate America. Wells Fargo, Cisco Systems, Marvell Technology, and three other companies have objected to plans by OKXICE, a joint venture involving cryptocurrency exchange OKX and Intercontinental Exchange (ICE), to list tokenized versions of their shares. The latest objections bring the total to 22, highlighting the challenge of combining blockchain-based trading with the rights and oversight associated with conventional securities markets.

Corporate Objections Expand to 22 Companies

According to Reuters reporting cited by CoinDesk, six additional companies objected to having their shares represented by third-party tokens on the proposed platform. The latest group includes Wells Fargo, Arm Holdings, Intuit, Moderna, Cisco Systems, and Marvell Technology.

The new objections bring the total to 22 companies, following earlier objections from firms including Microsoft, Alphabet, Goldman Sachs, McDonald’s, Qualcomm, and Broadcom. OKXICE had initially identified 63 stock tickers representing 62 companies for its proposed venue, with Alphabet represented by two share classes.

The distinction between the number of objections and the original roster is important: not every company that objected was necessarily on the initial list of intended listings. In addition, an objection to a particular venue does not automatically mean that a company opposes every form of tokenization. The regulatory documents reported to date do not provide specific reasons for each company’s decision.

SEC Rules Give Issuers a Voice

The dispute follows the U.S. Securities and Exchange Commission’s Innovation Exemption, announced on September 17, 2026. The temporary, conditional framework allows qualifying Tokenized Securities Venues to explore on-chain trading of certain national market system stocks under specified requirements while the SEC considers further action.

Under the framework, a venue seeking to list a tokenized stock created by a third party unaffiliated with the issuer must provide written notice and an opportunity to object. The SEC’s published guidance describes a 30-calendar-day public notice period. If an issuer submits a timely objection, the venue cannot make that tokenized stock available for trading under the exemption.

The framework also requires tokenized shares to preserve the rights and privileges of equivalent traditional shares, including voting and dividend rights. Smart contracts must meet specified auditability and transparency conditions, and tokenized-stock trading must stop when trading in the underlying stock is halted on its primary exchange.

These safeguards address a central regulatory concern: a blockchain representation of a share must not create confusion about ownership rights or weaken existing investor protections.

Tokenization’s Potential Meets Market Structure Concerns

Supporters of tokenized securities argue that blockchain infrastructure could enable extended trading hours, faster settlement, and more programmable financial transactions. Depending on the design, these capabilities could improve collateral management and broaden access to certain financial products.

However, corporate resistance highlights unresolved questions about how tokenized shares interact with established exchanges, shareholder records, liquidity, and price discovery. If tokenized and traditional markets develop separately, investors could encounter fragmented liquidity or inconsistent trading conditions. The SEC framework also imposes limits on eligible symbols and trading volumes, meaning the initiative is not an unrestricted replacement for conventional stock-market infrastructure.

What Comes Next for Tokenized Equities?

OKXICE’s immediate challenge is to determine which securities can proceed under the exemption and whether issuers will become more comfortable with the model as its operation becomes clearer. Companies may remain cautious until they understand the legal, operational, and reputational implications of third-party tokenized listings. The 22 objections represent a substantial hurdle for this particular venue, not definitive proof that tokenization itself will fail. The next test will be whether platforms can demonstrate practical benefits while respecting issuer rights, maintaining market integrity, and earning institutional confidence.
