The proposal builds on Trump’s March 2025 executive order, which established the Strategic Bitcoin Reserve using Bitcoin already held by the federal government, primarily through forfeiture proceedings. Estimates at the time put government holdings near 198,000 BTC, giving the reserve a potential value of roughly $15 billion at current prices.

Bitcoin Supply Implications Gain Importance

Bitcoin closed September 15 at approximately $75,590, with daily trading volume of $32.37 billion and a market capitalization of about $1.57 trillion. On September 16, market capitalization declined to roughly $1.52 trillion while daily volume increased to approximately $39.8 billion, highlighting elevated trading activity during a volatile period for digital assets.

For institutional investors, the significance of the legislation is less about an immediate change in circulating supply and more about government behavior over time.
